<br />RESOLUTION NO. 4778 <br /> <br />A RESOLUTION SUPPORTING THE SITING OF A HOSPITAL WITHIN <br />THE CITY OF EUGENE. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. The Council supports and welcomes the siting of a major hospital anywhere in the <br />City of Eugene. A hospital board has many factors to consider in choosing an appropriate site. The <br />Council is committed to doing whatever it can to help facilitate a siting decision that is beneficial <br />for the hospital as well as the citizens of Eugene. <br /> <br />B. The Council appreciates that siting decisions can have a positive impact on the health <br />of Eugene residents as well as creating significant costs and obstacles to the residents of Eugene. <br />The Council realizes that a hospital location within the central city (defined as within a 2.25 mile <br />radius of Second Avenue and Chambers Street, south and west of the Willamette River), will result <br />in a principal public benefit in terms of better access to all levels of health services for Eugene's <br />residents, and reduced city expenses for providing services and infrastructure to the hospital. <br /> <br />C. For purposes of this Resolution, "hospital" is defined as an institution that maintains <br />and operates facilities for the 24 hour diagnosis, treatment and care of 50 or more non-related <br />individuals, containing, at a minimum, a level III trauma center, an intensive care unit, surgical <br />facilities and birthing rooms. In addition, to qualify as a hospital, the facility must be devoted <br />primarily to the rendering of in-patient and emergency 24 hour healing, curing, obstetric, and nursing <br />care. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. The Council will provide incentives in order to achieve the above objectives of <br />siting a hospital within the central city (as "hospital" and "central city" are defined above) of Eugene. <br />The incentives may include, but are not limited to: <br /> <br />(a) Assist with land assembly. <br /> <br />(b) Reduce transportation Systems Development Charges. <br /> <br />(c) Provide a facilitator to act as a direct liaison between the City and the hospital <br />entity. This facilitator would be hired and supervised by the City Manager and dedicated to <br /> <br />Resolution - 1 <br />
