Findings – Page 1 <br />Exhibit A <br />to Administrative Order No. 52-22-01-F <br /> <br /> <br />City Manager’s Findings <br />Proposed FireMed Membership Fee Amendment <br /> <br /> <br />Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the <br />following factors in determining the proposed FireMed membership fee amendment: <br /> <br />(a) Applicable policies, enactments and directives of the Council. <br /> <br />Findings: FireMed helps fund Council goal of a Safe Community. FireMed revenues <br />help fund ambulance transports provided by the City of Eugene. In addition, FireMed <br />memberships allow citizens to decrease out of pocket expenses after a medical <br />emergency. <br /> <br /> <br />(b) The amount charged by the City in the past. <br /> <br />Findings: This proposed fee is an increase over amounts charged by the City in the past <br />but is reasonable in light of the City’s increasing ambulance transport costs and the fees <br />charged by other local jurisdictions, including the City of Springfield. <br /> <br /> <br />(c) The full costs of providing the service supported by the fee. <br /> <br />Findings: The Proposed FY23 budget for the Ambulance Transport Fund is almost $14 <br />million. The primary source of funding for this fund is ambulance billings which have a <br />base rate $1,859 per transport for city residents along with General Fund support to <br />balance the fund. <br /> <br /> <br />(d) The amounts charged by other comparable providers. <br /> <br />Findings: The City of Springfield is also proposing to charge a $68 fee for this service. <br /> <br /> <br />(e) The revenue needs of the City as determined by the adopted city budget. <br /> <br />Findings: The Ambulance Transport Fund has annually had a deficit balance the last <br />few fiscal years and has needed support from both the General Fund and Community <br />Safety Initiative Fund.
