1685 Rosy Turn
Eugene, Oregon 97404
Phone 541.461.3572

8 September 2005

Dear members of the Eugene City Council:

We write to support the immediate implementation of the recommendations of the Eugene
Planning Commission's GoalS Natural Resource Inventory.

As homeowners along South Flat Creek near Emerald Park, we can attest to the positive
contribution that this resource makes to the quality of life for ourselves and our neighborhood.
It's one of the reasons we moved to Eugene last year from abroad.

Yet we have also witnessed how this fragile resource is threatened by unrestrained development.
In recent weeks a homesite has been excavated at the end of Audel Avenue, where workers have
piled dirt into the streambed and cut down trees that are part of the immediate watershed to the
seasonal pond and watercourse of South Flat Creek.

We suspect that this development is taking place at an accelerated pace in order to head off any
restrictions that would be imposed by the limitations on conflicting uses embedded in the Goal 5
recommendations. For that reason, we urge you to take immediate action to approve and
implement the recommendations, and to instruct your professional staff that exceptions to the
zoning regulations should not be granted in the future.

Eugene's residents enjoy a remarkably healthy and peaceful environment. Please do all you can
to assure that our environment remains untrampled.

Sincerely,

d6/::;ce~

II'D)~~--(C'-lETW . .. i
1 r';\l "
IU Ul SEP 1 2 2005

elt'j'; f
