2. DISEASE- increased deer, raccoon; possum populations carry Lyme disease,
rabies, etc. The homeowner is still left to remove dead or dying animals from their
property at their own expense.

Seizing control over private property without carefully considering outcomes or even an
interest in discussing such possible outcomes shows a lack of good faith toward effected
residents and is bound to result in many legal challenges that can be avoided by more
reasonable solutions.

I request that the setbacks be reduced from 40 feet to 20 feet each side of the ditch on my
property. As it clearly shows on the increased set backs map as opposed to the earlier
proposal, this increase does not meet riparian standards and is grossly excessive and
reduces the use and value of my property.

In April I wrote each and every Council Member a letter addressing my concerns and
questions which I mailed. I did not receive one reply from even one of you. I respectfully
request that you look at the two proposed site maps and reduce the set back to 20 feet.

Erica Miller
945 Lorane Highway
Eugene, Or. 97405

Tax lot #' s 00400 & 00500
