We received one mailing with the hearing notification <br />blacked out on the envelope - the envelope contained a hearing notice. We received a different <br />mailing that indicated a hearing notice was inside - it contained no such notice. When checking with <br />neighbors, everyone seemed to have received a different notice. Some induded directions on how to <br />correct inaccurate inventory indusions. We did not receive those directions and finally resorted to <br />obtaining a copy from a neighbor. <br /> <br />Please understand: we have been involved in several issues that concern our property. We have served <br />on several City of Eugene citizens committees and were members of the Crest Drive Citizens Association <br />Executive Board for years. We are familiar with "interested parties" lists and we have a reasonably good <br />sense of the public process. We try to research issues as thoroughly as possible and if we have <br />something to contribute, we try to comment in a timely and productive manner. <br /> <br />Frankly, we have never seen a process so poorly conducted as the Goal 5 inventory process. The <br />comment in the 10 February Planning Commission meeting minutes that the "perception of how this <br />affects property owners has been misconstrued" is an understatement. We believe it is one of the main <br />reasons such a paltry number of comments was submitted when one considers that over 6000 properties <br />will be forever affeded by these upcoming decisions. <br /> <br />In a 7 May 2003 email exchange (attachments 9-10), Bjorklund complained of the time he had spent <br />answering our questions. In turn, we feel had we received appropriately timed and dear information in <br />the first place, we would not have had to waste endless hours of our time trying to protect our rights to our <br />private property. <br /> <br />We do understand two people cannot possibly address 6000+ properties, but we cannot be held <br />accountable for the City's lack. of personnel. The City Manager's web page states, "We value feedback., <br />access and involvement in decision-making as we work in partnership with the public...". As the City is <br />considering taking control over part of the only property we own, we expect to be kept informed and to be <br />given sufficient time and information to comment - whether we agree or disagree with the City's <br />intentions.
