<br />September 21, 200S <br /> <br />Eugene City Council <br />c/o Eugene Planning Division <br />Attn: GoalS Testimony <br />99 West 10th Avenue <br />Eugene, OR 97401 <br /> <br />Dear Council <br /> <br />I am sixty-seven years old, and as a child worked on what was then the Corum Farm. <br />Our house at 2086 Norkenzie Road was built on part of that farm. An irrigation ditch ran <br />through the farm from Norkenzie Road northwest and off the property on the north boundary. <br />This ditch was not a stream. It was simply a ditch that brought water from the McKenzie River <br />to irrigate crops and orchards. The water was shut off in the winter and turned on during the <br />summer. The land along the ditch was kept clean and brush free. It was not a wetland or a <br />riparian area. When the area was turned into subdivision housing the ditch was no longer needed <br />and was shut down. In some places it was filled in and built over.
