<br />and wetlands inventory is contained in Exhibit B, adopted as findings to this ordinance (as that <br />analysis pertains to sites within the City limits). <br /> <br />Therefore, the ordinance is consistent with Goal 5. <br /> <br />Program to Achieve Goal 5 <br /> <br />The Goal 5 rules require that local governments adopt a program to protect significant sites <br />consistent with the results of the ESEE analysis. OAR 660-023-0050 sets out the specific rules <br />pertaining to such a program. The /WR Water Resources Conservation Overlay Zone, adopted <br />through this ordinance, was developed to comply with the requirements of this rule. That <br />overlay zone, through this ordinance, is being applied to those resources within the City limits <br />that, as a result of the ESEE analysis, have been shown to warrant the protections the overlay <br />zone provides. <br /> <br />Goal 6 - Air. Water and Land Resources Quality: To maintain and improve the quality of the air, <br />water, and land resources of the state. <br /> <br />Goal 6 addresses waste and process discharges from development, and is aimed at protecting air, <br />water and land from impacts from those discharges. By applying the new /WR Water Resources <br />Conservation overlay zone to properties with significant water features, and to those within the <br />setback or riparian area of such water features, the City is directly, and favorably, influencing <br />water quality and the impact of discharges. Therefore, the ordinance is consistent with Statewide <br />Planning Goal 6. <br /> <br />Goal 7 - Areas Subiect to Natural Disasters and Hazards: To protect life and property from <br />natural disasters and hazards. <br /> <br />Goal 7 requires that local government planning programs include provisions to protect people <br />and property from natural hazards such as land slides. This ordinance does not directly address <br />potential natural disasters and hazards. These hazards are addressed by separate studies and <br />protection measures. However, the /WR overlay zone prohibits construction within specified <br />setbacks of significant water features. As such, the overlay zone provides benefits with relation <br />to flood impacts to real property and thus could provide further protections consistent with <br />Statewide Pla~ing Goal 7. <br /> <br />GoalS - Recreational Needs: To satisfy the recreational needs of the citizens of the state and <br />visitors and, where appropriate, to provide for the siting of necessary recreational facilities <br />including destination resorts. <br /> <br />Goal S ensures provision of recreation facilities to Oregon citizens and is primarily concerned <br />with the provision of those facilities in non-urban areas of the state. The proposed ordinance <br />will not impact provision of recreational facilities, nor will it affect access to existing or future <br />recreational facilities. Therefore, the ordinance is consistent with Goal S. <br /> <br />4 <br />
