<br />Resources): <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property <br />effected by this ordinance. Therefore, these goals are not relevant and the ordinance will not <br />affect compliance with Goals 16 through 19. <br /> <br />(2) The refinement plan is consistent with the applicable provisions of the Metro Plan. <br /> <br />Environmental Resources Elements Policies <br /> <br />18. Local governments shall develop plans and programs which carefully manage <br />development on hillsides and in water bodies, and restrict development in wetlands in <br />order to protect the scenic quality, surface water and groundwater quality, forest values, <br />vegetation, and wildlife values of those areas. <br /> <br />The Plan and the overlay zone manage and restrict development in water bodies consistent with <br />Policy 18. <br /> <br />19. Local governments shall develop policies and local controls for protection and <br />management of wetland areas by completion of the next Metro Plan update. <br /> <br />While some of the area's significant wetlands were already protected by the West Eugene <br />Wetlands Study, this ordinance helps to complete the area's program for wetlands. <br /> <br />24. When planningfor and regulating development, local governments shall consider the <br />need for protection of open spaces, including those characterized by significant <br />vegetation and wildlife. Means of protecting open space include but are not limited to <br />outright acquisition, conservation easements, planned unit development ordinances, <br />streamside protection ordinances, open space tax deferrals, donations to the public, and <br />performance zoning. <br /> <br />The /WR overlay zone establishes streamside protection measures for significant vegetation and <br />wildlife areas consistent with this policy. <br /> <br />27. Local governments shall protect endangered and threatened plant and wildlife species, as <br />recognized on a legally adopted statewide list, after notice and opportunity for public <br />input. <br /> <br />Known threatened and endangered species populations outside the West Eugene Wetlands area <br />are protected by the program adopted by this ordinance, and notice/opportunity for public <br />involvement has been given. <br /> <br />35. Newly-identified natural resources or sites shall be addressed in the following manner: <br /> <br />10 <br />
