Scenario Two Costs <br />(In 2004 Dollars) <br />MWMC SDC charges = $8,740,000 <br />Eugene SDC charges = $1,038,000 <br />Support Facilities = $ 106,000 <br />Past Planning Studies = $ 12,000 <br />Decision Processing = $ 300,000 <br />Total connection costs =$10,196,375 <br /> <br />COMPREHENSIVE PLANNING (LAND USE) AMENDMENT PROCESSES AND <br />REQUIRED APPROVALS <br />This section addresses the requirements that would need to be satisfied for the Governing Bodies <br />to lawfully extend wastewater services under Oregon Revised Statutes (ORS) pertaining to land <br />use planning and the implementing Oregon Administrative Rules (OARs). It identifies the <br />applicable rules, and the aspects of locally-adopted land use plans that would require <br />amendments. It also describes the approvals and associated mandated processes that would <br />apply. Although this analysis was prepared following consultation with planning directors and <br />legal counsels from each jurisdiction, it should be considered a preliminary assessment at this <br />time. <br />Eugene-Springfield Metropolitan Area General Plan (Metro Plan) and the Public Facilities <br />and Services Plan (PFSP) <br />Compliance with state land use goals (ORS 197, OAR 660) is a requirement of all acknowledged <br />comprehensive plans. The primary goal that governs public facilities infrastructure (water, <br />sewer, transportation) is Goal 11 Public Facilities and Services. The rule implementing this goal <br />is OAR 660-011 Public Facilities Planning. The rule requires cities with populations greater <br />than 2,500 to adopt a public facilities plan and incorporate certain elements of the public <br />facilities plan into the comprehensive plan. <br />The Metro Plan was acknowledged by the State of Oregon in April, 1982. Subsequent to <br />acknowledgement, the Metro Plan has been amended through separate “post-acknowledgement” <br />action of Eugene and Springfield; through joint adoption of “post-acknowledgement” actions by <br />Eugene, Springfield, and Lane County; and through the periodic review process, also adopted by <br />Eugene, Springfield and Lane County. <br />The Metro Plan’s public facilities component, which includes Chapter III-G as well as the <br />separate functional plan, the PFSP, were prepared, adopted and acknowledged in 1982, updated <br />in 1987, and updated again in 2001.
