How will the up-front work be funded, will the governing bodies authorize sufficient staffing to <br />conduct the work, and will Coburg be expected to fund the effort whether or not it becomes an <br />MWMC member? <br />7. Is there an alternative direction the governing bodies wish to provide? <br /> <br /> <br />RELATED CITY POLICIES <br />The Eugene-Springfield Metropolitan Area General Plan, the Public Facilities and Services Plan, and the <br />MWMC Facilities Plan all have been adopted by the City of Eugene and generally pertain to the issue at <br />hand. However, given the complexities of the issue, it would be simplistic to cite any particular policy <br />statement is this summary document. A more thorough discussion of the relationship between Coburg’s <br />request and long-range regional plans and other pertinent policy documents can be found in Attachment <br />A, beginning on Page 3. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council could choose to: <br />1. Direct the City Manager to work with the City of Springfield and Lane County to develop a model <br />for responding to the Coburg request. This option would include an acknowledgement that <br />preparation of such a model is in the public interest; that Coburg would be financially responsible for <br />the cost of all associated efforts including planning, legal, and connection costs; and that staff would <br />return with recommended cost-recovery and customer/service relationship scenarios. <br />2. Decline to investigate the viability of service models appropriate for responding to the Coburg <br />request or future similar requests. <br />3. Take no action. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends Option 1. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to approve Option 1: Direct the City Manager to work with the City of Springfield and Lane <br />County to develop a model for responding to the Coburg request.
