<br />One advantage to the new system will be that the city will be able to hire and <br />train as few as one officer at a time; however, EPD’s advanced (supplemental) <br />basic training must be structured for these small numbers to make training <br />reasonably cost effective. The new advanced recruit course will need to <br />integrate classroom and an enhanced field training program designed to <br />accommodate smaller, but more frequent, groups of trainees. <br /> <br />Develop a new hiring and screening process <br />? <br /> <br />The ICMA-PERF study of 2005 identified a number of potential deficiencies in the <br />hiring, testing, and screening process associated with police officer hiring. This <br />initiative brings together a project team consisting of EPD and City Central <br />Services (Human Resources) personnel to develop a new hiring and initial <br />screening process intended to eliminate perceptions of deficiency or bias. The <br />present testing contractor may be included in this effort. <br /> <br />A more comprehensive background investigation process, including development <br />and adoption of revised and consistent standards as well as an increased <br />number of investigators and enhanced training will be included in this initiative. <br /> <br />Develop organizational evaluation system (performance measures, <br />? <br />benchmarks, etc.) to support strategic plan implementation and budget <br />process <br /> <br /> <br />The long-term, continuing evaluation of EPD programs and associated objectives <br />and performance measures in the form of quarterly and annual reporting is the <br />primary objective outcome of this initiative. The project team for this initiative will <br />include personnel from EPD and City Budget and Finance. The Budget <br />Committee recommended and the City Council adopted a motion to fund a <br />consultant consistent with ICMA-PERF recommendations to assist with the <br />evaluation of its recommendations, most of which are contained in the strategic <br />plan. <br /> <br />complaint-handling process <br />? Develop new <br /> <br />EPD’s complaint intake, handling, and adjudication-review process has come <br />under considerable criticism and is in need of modernization. Some changes <br />have already been made but should be considered “interim” due to a major <br />review on this subject by the Eugene Police Commission. A comprehensive plan <br />which includes all of the recent process reviews must be developed and <br />implemented and take into account the results of the City Charter change <br />measure, election results for which should be available on November 9, 2005. <br />Improvements have major resource implications and will require phasing over <br />multiple fiscal years. <br /> <br />Begin Oregon Accreditation Association (OAA) process and develop <br />? <br />necessary policy analysis program <br /> <br />Like most police agencies, EPD has thousands of policies and procedures. <br />EPD’s policies require a top-to-bottom review and development of a system to <br />support continued maintenance and development.
