<br />Goals <br /> <br />For the purposes of this strategic plan, goals were defined as a few (five-ten) major <br />areas of focus to which interdivisional, interdepartmental, and/or inter-organizational <br />resources must be applied for a three-five year period to achieve success. Goals are <br />stated and measurable, and when achieved, move an organization closer to its stated <br />vision. The adopted goals broadly encompasses the work of the entire organization and <br />its staff <br /> <br /> <br />Programs <br /> <br />EPD is an organization of many different services and activities all intended to either <br />provide direct services to the public or necessary support without which direct services <br />could not be provided. In order to improve the manner in which services are provided to <br />the public and provide for better coordination, efficiency, and effectiveness of services <br />across the EPD, the City of Eugene, and outside agencies, EPD engaged an involved <br />process to identify and define its existing programs and their interrelationships with other <br />programs and agencies. <br /> <br />For the purpose of the strategic plan, programs were defined as on-going, budgeted <br />(resourced) sets of activities and outputs in support of stated program objectives. <br />Program definitions are necessary to identify and prioritize the various services provided, <br />balance workload output measures to resources applied, and evaluate program <br />effectiveness and service quality. This process was challenging but has resulted in the <br />necessary structure to determine priorities and resource requirements. It will also permit <br />the assignment of program responsibilities to individuals and teams, providing increased <br />accountability for results. <br /> <br /> <br />Strategic Initiatives <br /> <br />Programs represent ongoing, continuing services, while initiatives represent change. <br />For the purposes of this planning process, a strategic initiative is a project intended to <br />guide a major change area. Strategic initiatives incorporate both proposals for new <br />programs as well as improvements to an existing program. <br /> <br />In addition to defining EPD’s ongoing programs, staff and stakeholders were asked what <br />major improvements (changes) were desired for the organization’s future. These were <br />considered in three strategic priority categories, as follows: <br /> <br />? organizational capacity: our ability to perform our mission in terms of <br />resources and the capability of our resources; <br /> <br />? organizational effectiveness: desired service outcomes; <br /> <br />? organizational accountability: the balance of cost and benefit of our <br />services (both in financial and social terms) and involvement of our <br />stakeholders in evaluation of that balance. <br /> <br /> <br /> <br /> <br />
