<br />biggest complaint, so very little is needed from the county although assistance with financing <br />next year's police service was requested as their 4 year COPS Grant expires with a requirement <br />that they fund the final year of services. <br /> <br />II <br /> <br />Focus, Goals, and Outcomes <br /> <br />I <br /> <br />Focus of Efforts <br /> <br />The use of illegal drugs and abuse of alcohol-and predominantly methamphetamine-is <br />without doubt the single most important factor associated with criminal behavior and frequent <br />interaction with the public safety system. <br /> <br />No matter what part of the system is analyzed-police services, prosecution, the courts, <br />corrections, parole and probation, child welfare, the juvenile justice system, or mental health <br />programs--drug and alcohol use always seem to be present. Lives are being ruined, innocent <br />people are being victimized every day, and the system is spending millions and millions of <br />dollars each year trying to keep up. <br /> <br />It is proposed that Lane County's public safety system direct its resources to illegal drug <br />producers and dealers, to people who abuse drugs and alcohol, and to people who get their <br />money to buy drugs from property crimes. The county's "methademic" must be addressed. <br />Every part of Lane County's public safety system must be devoted to this effort. <br /> <br />Goals <br /> <br />For the next five years, Lane County's public safety system should concentrate on achieving the <br />following four goals, which address the focus on illegal drugs and alcohol abuse: <br /> <br />~ Target these Groups for Special Action: Illegal Drug Producers, Dealers, and <br />Users and Target Property Criminals. <br />IIJ. Reduce Family Violence. <br />~ Enhance Treatm~nt Programs. <br /> <br />~ Provide Prevention Programs. <br /> <br />Public Safety System Outcomes <br /> <br />In recognition of the interconnections of the public safety system, the Public Safety programs <br />hereby adopt an overall system outcome of reducing the rate of re-offending.
