EUGENE CITY COUNCIL AGENDA ITEM SUMMARY c Work Session: 1-5 Franklin Proposed Interchange Project Update Meeting Date: November 14, 2005 Department: Public Works www.eugene-or.gov Agenda Item Number: C Staff Contact: Lisa Gardner Contact Telephone Number: (541) 682-5378 ISSUE STATEMENT This work session is an opportunity for the City Council to receive a project update on the 1-5 Franklin Proposed Interchange project prior to a series of open houses scheduled in early December. BACKGROUND In May 2005, the council held a work session on the proposed 1-5 Franklin Interchange Project. At that work session, the Oregon Department of Transportation (ODOT) provided an overview of the project scope, process, and schedule. During Phase 1 of the process, ODOT held a series of stakeholder interviews and assessed both existing conditions and need for the proposed bridge and ramp connections. Following the May work session, ODOT initiated the second phase of transportation system planning, which was scoped as a high level community dialogue and decision process. A project management team headed by a consultant team and including staff from ODOT, Federal Highway Administration, Lane Council of Governments, Lane County, City of Eugene, and the City of Springfield has prepared a technical scan of eight interchange concepts. At the November 14 work session, staff from ODOT and CH2MHill, the lead consultant, will provide an overview of the technical scan, and will discuss technical findings summarized in four technical memos. Full copies of the four technical memos are available in the City Manager's Office, and will also be available electronically on the City web page as part of the November 14 work session agenda materials.
