Councilor Bettman asked where the definition of open space could be found. <br /> <br /> Staff Response: The Eugene Code defines open space as follows: “Unless otherwise specified in <br />this land use code, the portion of a development site not devoted to buildings, parking, or <br />driveways.” Section 9.5500(9)(a) Open Space Requirements for Multi-Family Developments <br />states that “common open space” may include any of the following: <br />1. Outdoor areas incorporating: <br />a. Lawn or hard surfaced areas in which user amenities such as trees, shrubs, <br />pathways, tables, benches or drinking fountains have been placed. <br />b. Ornamental or food gardens. <br />c. Developed and equipped adult recreation areas. <br />d. Develop and equipped children’s play areas. <br />e. Sports courts (tennis, handball, volleyball, etc.). <br />f. Swimming pools, spas and adjacent patios and decks. <br />g. Roof terraces. <br />h. Picnic areas. <br />i. Covered, but unenclosed, patios. <br />j. Internal courtyards. <br /> <br />2. Councilor Bettman asked for the definition of “vehicle use areas” and queried whether open <br />space areas could be used for vehicle parking? <br /> <br />Staff Response: The Eugene Code defines a “vehicle use area” as follows: “Parking spaces, <br />driveways, interior roadways, loading areas, and fleet vehicle storage areas.” <br /> <br />Open space areas cannot be used for required vehicle parking in the proposed Chambers Special <br />Area Zone or the existing code. <br /> <br />3. Councilor Bettman requested information about “maximum paved area” requirements in the <br />Eugene Code. <br /> <br />Staff Response: Eugene Code section 9.6745 Setback Intrusions Permitted states that parking <br />spaces and parking areas are not permitted in required front and interior yard setbacks except as <br />provided in subsection (7)(a), which states: <br />1 <br /> <br />
