<br /> <br /> <br />from the street will feel like it is "one thing" - unified, <br />like the walls that enclose a well-proportioned room. <br /> <br />Since houses have an influence beyond their own lots, <br />part of their responsibility is to help shape the street to <br />be something the neighborhood as a whole can be proud <br />of. The streetscape does not stop at the property line of <br />the houses, but includes the yard, porch, and the house <br />itself as part of its experience. <br /> <br />The guidelines in this "Citizens' Guide" have all been <br />developed with this principle in mind: Houses affect <br />properties and public spaces beyond their own legal <br />boundaries. The quality and character of a traditional <br />neighborhood depends on people's understanding the <br />effect that changes to their own property have on spaces <br />beyond their own, and making sure that changes will <br />enrich their own neighborhood. <br /> <br />GOOD NEIGHBORS COOPERATE <br /> <br />When people look beyond their property boundaries <br />and interact constructively with their neighbors, it is <br />possible to make changes that benefit everyone. Two <br />anecdotes from neighborhoods in Eugene illustrate it <br />best: <br /> <br />For many years, Steve lived in a house adjacent to a <br />vacant lot with pear and apple trees. The lot's owner <br />was a friend, and Steve had permission to use it for <br />his own garden. But when Frank, the lot's new owner, <br />bought the vacant lot and built a house there, Steve was <br />deprived of his garden. Over the ensuing years, Steve <br />gradually re-configured his own lot, creating a new <br />garden out of his side yard, and moving his driveway <br />adjacent to Frank's lot and house.
