<br />repeats exactly, and there are no absolute answers and rules.
<br />Instead there are general patterns and trends that develop
<br />over time as neighborhoods grow and evolve. It is the
<br />enduring pattern, not the individual structutes, that truly
<br />give the neighborhood its historic and traditional character.
<br />Design guidelines attempt to preserve the existing patterns,
<br />but remain flexible as well, to account for changing
<br />attitudes and evolving perceptions about development in a
<br />particular neighborhood.

<br />DOCUMENT ORGANIZATION

<br />The document is organized in a loose hierarchical fashion
<br />beginning with large neighborhood-scale issues, and
<br />ending with small building detail issues. Many of the
<br />individual guidelines discussed here are inseparable from
<br />other guidelines, but in order to discuss them and propose
<br />specific guidelines they are broken down into discrete
<br />sections.
