<br />For purposes of this subsection, the demonstration of the <br />increase in functions and values shall be based upon a <br />comparison between the functions and values of the /WR <br />conservation area as it existed on the date of application for <br />an adjustment under this subsection and the functions and <br />values of the proposed reduced /WR conservation area with <br />proposed enhancements and restoration. <br />
