<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Action: Appointments to Boards, Commissions and Committees <br /> <br />Meeting Date: November 14, 2005 Agenda Item Number: 8 <br />Department: City Manager’s Office Staff Contact: Mary Walston <br /> <br />www.eugene-or.gov Contact Telephone Number: 682-5406 <br /> <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint members to the Lane Regional Air Pollution Authority (LRAPA), the <br />Whilamut Natural Area Citizen Planning Committee, and the Lane Workforce Partnership. <br /> <br /> <br />BACKGROUND <br />Each year, the council makes appointments to boards, committees and commissions. The last major <br />recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene Code <br />addresses standing committees to the City Council and the appointment process for those. For most <br />standing committees created in the code, the council is the appointing authority. For intergovernmental <br />bodies, the mayor nominates and the City Council appoints. <br /> <br />The annual recruitment for boards, committees and commissions was initiated on July 19, 2005, and <br />concluded on September 9, 2005. The recruitment was publicized on the Internet, through press releases, <br />council newsletter items, City offices, and at City-related meetings and events. Notices of the vacancies <br />were mailed to a number of community organizations, and a list of interested parties. <br /> <br />Members of the council were provided with copies of the applications. Appointments for the Lane <br />Regional Air Pollution Authority (LRAPA) and the Whilamut Natural Area Citizen Planning Committee <br />were not included in the October 24, 2005, appointment processes because a delay was requested due to <br />the Mayor’s travel schedule. In mid-October, a request from the Lane Workforce Partnership was <br />received to make an appointment to that board. For this body, a recommendation is made by the Eugene <br />Area Chamber of Commerce, the Mayor then nominates from that recommendation and the City Council <br />appoints. <br /> <br />The Mayor has made the following nominations: <br /> LRAPA: David Monk <br /> Whilamut Natural Area Citizen Planning Committee: Stephen Cooper, Ed Freddette, Elliot <br /> McIntire, Greg Ringer, David Sonnichsen, and Matthew Svoboda <br /> Lane Workforce Partnership: Bobby Lee <br /> <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City and to the development of <br />various city policies. <br />L:\CMO\2005 Council Agendas\M051114\S0511148.doc <br /> <br />
