<br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />Work Session <br />McNutt Room—Eugene City Hall <br /> <br /> May 29, 2007 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: Andrea Ortiz, Chris Pryor, Betty Taylor, Bonny Bettman, George Poling, <br />Jennifer Solomon, Mike Clark, Alan Zelenka. <br /> <br /> <br />Her Honor Mayor Kitty Piercy convened the Eugene City Council work session. <br /> <br /> <br />A. COMMITTEE REPORTS AND ITEMS OF INTEREST FROM MAYOR, CITY <br />COUNCIL, AND CITY MANAGER <br /> <br />Mayor Piercy noted that City Manager Dennis Taylor had resigned his position effective July 26, 2007. She <br />thanked City Manager Taylor for his service to the community. She said that the council would be <br />developing a process for hiring a new city manager and discussing transition issues. <br /> <br />Mayor Piercy reported that the Eugene Policy Department held an awards ceremony on May 16 and she <br />commended those who were recognized during the ceremony for their contributions. <br /> <br />Mr. Pryor looked forward to working with City Manager Taylor during the remainder of his time with the <br />City and wished him well. He reported that the Human Services Commission was relieved that one more <br />year of federal funding through the Secure Rural Schools and Community Self-Determination Act would be <br />available to the County and the drastic cuts that had been contemplated were averted for the time being. He <br />said the budgeting process that the commission had gone through would be useful in developing future <br />budgets. <br /> <br />Ms. Taylor passed along a complaint about buses and vans idling in front of the Hult Center and asked how <br />that practice could be consistent with the City’s sustainability policies. She said she recently attended a <br />meeting of the Human Development Steering Committee of the National League of Cities (NLC). She said <br />the committee discussed immigration, education and health care and was supportive of the guest worker <br />program. She said the committee passed resolutions recommending to the NLC Board support for <br />immigration rights of same-sex couples and Federal Drug Administration regulation of tobacco as a drug. <br />She was disappointed that support for the immigration rights recommendation was not unanimous. <br /> <br />Ms. Taylor said that more cities were becoming involved in education and there was general agreement on <br />the committee that education was necessary to achieve a healthy community economically and socially. She <br />said that preschool was advocated for all children and the committee was discussing high school reform as <br />well. She said that expanding health care to all children less than 18 years was strongly supported. <br /> <br />Mr. Poling thanked City Manager Taylor for all he had done for the City.
