Mr. Zelenka asked if anyone had asked Representative Peter DeFazio for more money for the project.
Mayor Piercy replied that Rep. DeFazio had said that this area had already received a lot of transportation
improvement funding. She noted that the federal government would be providing less transportation funding
in the next fiscal year.

Mr. Zelenka preferred the arched bridge design over the haunched design.

Ms. Ortiz thanked them for their work. She said she wanted the bridge to be functional for a long time. She
added that bridges did not tend to be pretty.

Mayor Piercy commented that the City might have to be more modest in its expectations. She thought it was
still possible to make something the community could be proud of. She felt the bridge was located in an
important place in the community.

Mr. Dodson remarked that they had looked at the form of the bridge, because that was where the money
was, but when the bridge was being constructed they could put concrete form liners or add color to the
bridge fairly economically.

Mayor Piercy asked if the arts community had been involved in the discussion. She averred that the City
should not do anything unless it “looked through the lens” of being the City of the Arts and Outdoors. Mr.
Henry replied that there were members of the Community Advisory Group who had involvement with the
parks. He thought it would be possible to add the arts perspective through the group. He reiterated that
there had been a presentation to the American Institute of Architects.

In response to a question from Mr. Pryor, Mr. Dodson replied that the only pedestrian access on the freeway
system consisted of the 12-foot wide shoulders of the roadway. He said while the State of Oregon allowed
pedestrians to walk by the freeways it did not encourage them to do so.

Mr. Zelenka asked what the lifetime of the bridge was projected to be. Mr. Dodson replied that it would be
built to last 100 years.

Ms. Piercy adjourned the meeting at 7:15 p.m.

Respectfully submitted,

Dennis M.
