ADMINISTRATIVE ORDER NO. 58-22-27-F of the City Manager AMENDING AND REPLACING THE AIRPORT RULES AND THE AIRPORT MINIMUM STANDARDS’ PROVISIONS AND REPEALING ADMINISTRATIVE ORDERS NOS. 58-18-16-F AND 58-18-17-F. The City Manager of the City of Eugene finds that: A. Pursuant to the authority contained in Sections 2.019 and 2.430 of the Eugene Code, 1971, on November 11, 2018, the current Rules and Regulations of the City of Eugene Airport (Mahlon Sweet Field) were adopted by Administrative Order No. 58-18-16-F, and the Airport Minimum Standards’ Provisions were adopted by Administrative Order No. 58-18-17-F. B. On November 2, 2022, I issued Administrative Order No. 58-22-27, proposing to amend and replace the Airport Rules and the Airport Minimum Standards in their entirety to assure that they meet FAA Rules and Regulations and Industry Standards and to combine the Rules and the Minimum Standards into one Rule so there is consistency between the two sets of provisions. C. Notice of the proposed amendments was published in the Register Guard newspaper on November 6, 7, 8, 9 and 10, 2022, and was made available to any person who had requested such notice, and to any business possessing a license issued pursuant to the Rules. The Notice and proposed Airport Rule amendments and the Airport Minimum Standards were provided to the Mayor and City Councilors, posted at two locations at the Airport and two locations at City Hall, made available for review at the Airport Manager’s office, and on the City of Eugene’s website. D. The Notice provided that written comments would be received for a period of 15 days from the first date of publication. The written comments received during the public comment period are addressed in the City Manager's Findings in Consideration of Written Submissions attached as Exhibit B to this Order. On the basis of these findings, I order that: 1. The Airport Rules and the Airport Minimum Standards attached as Exhibit A to this Order are adopted. 2. A copy of this Order, including Exhibits A and B, shall be promptly forwarded to the Mayor and City Councilors. Unless reviewed by the City Council pursuant to EC 2.430(3) and (4), this Order shall become final on the 11th day after the date it is signed, and Administrative Order Nos. 58-18-16-F and 58-18-17-F shall be repealed.
