ADMINISTRATIVE ORDER NO. 58-22-27-F <br />of the <br />City Manager <br /> <br />AMENDING AND REPLACING THE AIRPORT RULES AND THE <br />AIRPORT MINIMUM STANDARDS’ PROVISIONS AND REPEALING <br />ADMINISTRATIVE ORDERS NOS. 58-18-16-F AND 58-18-17-F. <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Pursuant to the authority contained in Sections 2.019 and 2.430 of the Eugene Code, <br />1971, on November 11, 2018, the current Rules and Regulations of the City of Eugene Airport <br />(Mahlon Sweet Field) were adopted by Administrative Order No. 58-18-16-F, and the Airport <br />Minimum Standards’ Provisions were adopted by Administrative Order No. 58-18-17-F. <br /> <br />B. On November 2, 2022, I issued Administrative Order No. 58-22-27, proposing to <br />amend and replace the Airport Rules and the Airport Minimum Standards in their entirety to assure <br />that they meet FAA Rules and Regulations and Industry Standards and to combine the Rules and <br />the Minimum Standards into one Rule so there is consistency between the two sets of provisions. <br /> <br />C. Notice of the proposed amendments was published in the Register Guard <br />newspaper on November 6, 7, 8, 9 and 10, 2022, and was made available to any person who had <br />requested such notice, and to any business possessing a license issued pursuant to the Rules. The <br />Notice and proposed Airport Rule amendments and the Airport Minimum Standards were provided <br />to the Mayor and City Councilors, posted at two locations at the Airport and two locations at City Hall, <br />made available for review at the Airport Manager’s office, and on the City of Eugene’s website. <br /> <br />D. The Notice provided that written comments would be received for a period of 15 days <br />from the first date of publication. The written comments received during the public comment period <br />are addressed in the City Manager's Findings in Consideration of Written Submissions attached as <br />Exhibit B to this Order. <br /> <br />On the basis of these findings, I order that: <br /> <br />1. The Airport Rules and the Airport Minimum Standards attached as Exhibit A to <br />this Order are adopted. <br /> <br />2. A copy of this Order, including Exhibits A and B, shall be promptly forwarded to <br />the Mayor and City Councilors. Unless reviewed by the City Council pursuant to EC 2.430(3) and <br />(4), this Order shall become final on the 11th day after the date it is signed, and Administrative <br />Order Nos. 58-18-16-F and 58-18-17-F shall be repealed. <br /> <br />Dated this 9th_ day of January , 2023. <br /> <br /> <br /> <br />Sarah Medary CS <br />City Manager MR CS <br /> <br />PIN <br />PIN <br /> <br />Unless reviewed by the City Council pursuant to EC 2.430(3) and (4), this <br />Order becomes final on _January 20 , 2023. <br /> <br />Administrative Order - Page 1 of 1
