12 <br />SECTION E. -- DEVELOPMENT STANDARDS <br /> <br />I. Construction <br /> <br />a. Buildings, structures, pavements, utilities, or any other improvements, additions, or <br />demolition requiring a building or similar permit from a local, state, or federal government <br />agency shall not be placed, constructed, altered, or removed without the Approval of the <br />Airport Director. <br /> <br />b. The Airport Director may require an appropriate bond in the amount equal to the proposed <br />construction amount and/or a construction agreement to guarantee the completion of the <br />construction consistent with the conditions and schedule required by the City. <br /> <br />c. Plans and construction must comply with applicable FAA design standards, the Oregon <br />State Fire Code, as each may be amended from time to time, and any other legal entity <br />that has jurisdiction over the Airport. Any construction on the Airport must have prior written <br />approval by the FAA before commencement. <br /> <br />d. Plans and construction must be consistent with the then-current and approved versions of <br />the Airport Master Plan, airport layout plan, airport certification manual, Airport Security <br />Program, and stormwater prevention plan. These documents are available in the office of <br />the Airport Director for review, with the exception of the Airport Security Program, which is <br />sensitive security information and is not available for public review. In lieu of the review, <br />Airport staff will advise on issues related to security compliance. <br /> <br />e. Pavements intended to accommodate aircraft movement or storage must be designed and <br />constructed to accommodate all aircraft within a runway design code specified in an <br />Agreement. <br /> <br />f. Required notices submitted pursuant to 14 C.F.R. Part 77, Objects Affecting Navigable <br />Airspace, must be submitted through the Airport Director. <br /> <br />g. No facility or structure may be constructed or placed on the Airport that has been <br />determined by the FAA to constitute an obstruction or hazard to air navigation. <br /> <br />h. Any development that includes windows, solar panels, and large areas of glass must be <br />designed to avoid glint and glare which could distract pilots landing at, taking off from, or <br />taxiing on the Airport. Any such development request should be submitted to the City in <br />writing along with a detailed reflectivity study for acceptance, rejection, or alteration. A <br />written approval must be received from the City before the award of any such project(s). <br /> <br />i. Facilities must be properly lighted and include such other security controls as may be <br />required by the Airport Security Program or by the Airport Director. <br /> <br />j. Detailed plans and specifications must be reviewed and approved in writing by the Airport <br />Director, prior to the commencement of construction. <br /> <br />k. Tenants are solely responsible for obtaining all permits and/or licenses and arranging for <br />all utility identification locates at their sole cost, prior to the commencement of construction. <br />The City may stop construction if all required permits and/or licenses are not presented <br />upon demand. <br /> <br />l. Construction must conform to approved plans and specifications. <br /> <br />m. Tenants must deliver to the Airport Director, at a minimum, one electronic set of “as built” <br />plans upon completion of construction.
