Public Comments Invited on Proposed Stormwater Development Standards <br />The public comment period for proposed stormwater development standards in the city of Eugene will <br />begin Monday, November 28, and continue through April 10, 2006. <br /> <br />The opportunity for public comment is part of a series of events leading up to City Council consideration <br />of new stormwater standards and associated regulations in April 2006. The regulations and standards for <br />locating, designing, constructing and maintaining stormwater facilities would apply to new development <br />and significant redevelopment and are intended to reduce pollution, control flows in headwaters areas, <br />and limit discharges of oil, grease and other pollutants into the city’s stormwater system. <br /> <br />A key element in the establishment of stormwater development standards is a stormwater management <br />manual, modeled on a similar manual used in Portland. The manual provides detailed information on <br />principles and techniques that can be used to achieve the outcomes intended in the regulations and <br />standards. Individual chapters deal with facility designs, operations and maintenance, and source <br />control. <br />Staff has worked with a department advisory committee to put together the proposed stormwater <br />development standards ordinance. Outreach to interest groups such as the Home Builders Association, <br />the Eugene Chamber of Commerce, the American Society of Landscape Architects, and Friends of <br />Eugene has already taken place. A presentation will be made Tuesday, November 22, to the <br />Neighborhood Leaders Council, and notice of the proposed ordinance and draft manual is scheduled to <br />be sent to the Oregon Department of Land Conservation and Development on November 23. <br /> <br />Highlights of the adoption process include an open house on December 20, a work session and public <br />hearing before the Eugene Planning Commission in early January, a work session with the City Council <br />in early March and a City Council public hearing scheduled for April 10, 2006.
