ATTACHMENT D Strategic Priority Issue #8 Develop a Strategy to Help the Homeless in Eugene Continuum of Care and Other Stakeholder Gap Issues More availability of shelter space to homeless community members with pets, currently o prohibited at many facilities Action Plan Step 27 - People with dual diagnoses (multiple issues) need more housing options. More funding for substance abuse and mental health services (behavioral health services) o Dual diagnoses facilities need to be expanded because many homeless community members o suffer from multiple issues Facilities that allow a place to get shelter while addressing substance abuse issues. (“Wet” o facilities) Action Plan Step 28 - Supportive services including medical, mental health and substance abuse treatment need to be expanded. More funding for behavioral health services o Bigger funding issues – Oregon Health Plan o More funding for substance abuse and mental health services (behavioral health services) o Lack of outpatient treatment for alcohol and drug issues o Need more Transitional Housing units for individuals with disabilities (mental and/or o physical) Adult outpatient services and youth detoxification facilities needed o More private access to needle exchange services o Support for “Housing First” model – get them a bed and then help them with their addiction o Action Plan Step 29 - The Homeless need better access to education, training and employment opportunities.
