Exhibit B <br />to Administrative Order No. 58-22-25-F <br />FINDINGS <br />of the City Manager of the City of Eugene <br />in Consideration of Written Submissions Regarding <br /> <br />ADMINISTRATIVE <br />ORDER NO. 58-22-25 <br /> <br />SHARED MICROMOBILITY SERVICE LICENSE <br />ADMINISTRATIVE RULE R-3.570 <br /> <br />With regard to written submissions, the City Manager of the City of Eugene finds: <br />One comment was received. It addressed the City’s proposal to insert language in Rule R-3.570-H(3) that <br />would have limited the number of total micromobility devices in a licensee’s fleet. The comment <br />expresses concern that such language might unreasonably restrict future potential growth of the shared <br />micromobility services program. <br />The City finds that the proposed cap could unreasonably restrict future potential growth of the shared <br />micromobility services program. Therefore, the final Rule R-3.570-H(3) does not include a cap on the <br />number of devices, as was initially proposed. Instead, language concerning the total micromobility <br />devices in a fleet has been added to Rules R-3.570-B(1)m. and R-3.570-C(1)a.4. specifying that fleet size <br />shall be agreed upon between the applicant and the City during the license application process.
