<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Parks, Recreation and Open Space Comprehensive Plan <br /> <br /> <br />Meeting Date: November 28, 2005 Agenda Item Number: B <br />Department: Public Works Staff Contact: Carolyn Weiss <br />www.eugene-or.gov Contact Telephone Number: 682-4914 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of this work session is to provide information to the City Council regarding the proposed <br />Parks, Recreation and Open Space (PROS) Comprehensive Plan. A public hearing on the PROS <br />Comprehensive Plan is scheduled for December 12, 2005. Following three years of planning and an <br />extensive public involvement process, the PROS Plan is proposed for adoption as a refinement to the <br />Metro Plan. <br /> <br /> <br />BACKGROUND <br /> <br />The PROS Comprehensive Plan is being presented to the City Council as a refinement to the Eugene- <br />Springfield Metropolitan Area General Plan, to be adopted in compliance with Eugene Code’s Type V <br />procedures (EC 9.7500 - 9.7560). The proposed ordinance is included with this AIS as Attachment A. <br /> <br />The PROS Comprehensive Plan provides concepts, principles, goals and strategies to guide preservation <br />and enhancement of Eugene’s parks, recreation and open space system. The PROS Comprehensive Plan <br />is organized into six chapters, which include: the planning framework; key recommendations that will <br />guide plan implementation; strategies for how the City will achieve its vision; potential financing <br />sources for capital and non-capital projects, as well as sources for maintenance; and, measures to <br />evaluate the success of plan implementation. <br /> <br />The comprehensive planning process that resulted in the PROS Comprehensive Plan began in the <br />summer of 2002. The comprehensive planning process undertaken by the City includes four phases: <br /> <br /> <br />?Identifying community needs; <br /> <br />?Creating and confirming a future vision; <br /> <br />?Developing strategies; and <br /> <br />?Obtaining approval for the plan from the Eugene City Council. <br /> <br />The first three phases are complete and have involved public outreach to thousands of Eugene residents. <br />A Mayor’s Advisory Committee, made up of eleven community members, provided guidance and <br />direction throughout the three years of plan development. These community members represent a wide <br />array of interest areas and geographic distribution throughout the city. Extensive public outreach efforts <br />have formed the basis of the plan.
