There are no coastal, ocean, estuarine, or beach and dune resources related to the property <br />effected by this ordinance. Therefore, these goals are not relevant and the ordinance will not <br />affect compliance with Goals 16 through 19. <br /> <br />(2) The refinement plan amendment is consistent with the applicable provisions of the Metro <br />Plan. <br /> <br />Parks and Recreation Facilities Element <br /> <br />1. Develop a system of regional-metropolitan recreational activity areas based on a <br />facilities plan for the metropolitan area that includes acquisition, development, and <br />management programs. The Plan should include reservoir and hill parks, the Willamette <br />River Greenway, and other river corridors. <br /> <br />In June, 2003, the cities of Eugene and Springfield and Lane County adopted Rivers <br />to Ridges, a metropolitan regional parks and open space study. Rivers to Ridges was <br />developed based on extensive public input with an intended purpose of setting forth what <br />open space areas are vital to maintaining the regional quality of life and devising methods <br />to ensure these areas remain intact for future generation. The PROS Comprehensive Plan <br />does not amend Rivers to Ridges. The PROS Comprehensive Plan contains the following <br />strategies that ensure consistency with Rivers to Ridges while also addressing this Metro <br />Plan policy: <br /> <br />H-22 Continue participating in regional open space efforts with Rivers to Ridges <br />partner agencies. <br />I-11 Coordinate planning efforts with other City departments and regional agencies, <br />especially in support of the Rivers to Ridges region vision. <br />I-13 Maintain a regional planning approach by coordinating with Oregon State Parks, <br />River Road Park and Recreation District, Willamalane Park and Recreation <br />District, Lane County Parks and other neighboring jurisdictions. <br />I-22 Work with Lane County and property owners of local gravel mining operations <br />located north of Eugene’s urban growth boundary along the Willamette and <br />McKenzie Rivers, to explore the recreation potential of those sites once mining <br />operations are concluded. <br />2. Local parks and creation plans and analyses shall be prepared by each jurisdiction and <br />coordinated on a metropolitan level. <br /> In 1989 the City adopted the Eugene Parks and Recreation Plan as the City’s local park <br />and recreation plan. The PROS Comprehensive Plan, being adopted by the proposed <br />ordinance, replaces the 1989 Plan as the City’s local park and recreation plan. <br /> <br />Exhibit A to Ordinance No. ___ 6 of 10 <br /> <br /> <br />
