~

As different professionals examine this proposal, I fear that a weak link will be found and the
idea discarded. How do other cities undertake and achieve elaborate downtown or waterfront
projects that become special public places? Through vision (the will), and exciting design,
followed by various creative funding mechanisms, and probably zoning strategies (the ways), a
design greater than anything currently on the board for this area can be implemented.

I hope that the potential for greatness here will be explored, and that a public willingness to help
it become a reality be cultivated. If those considering this become excited and gain the will to do
it, I feel sure the way can be found. I hope the ideas expressed in the attached letters can arouse a
lot of will to create a plan that would become a great source of civic pride. In 50 years people
should be able to look at the parks and open space architecture along East 8th A venue, as well as
the urban development that values the open space areas and say, "Magnificent! Those urban
planners in the first decade of this century sure got it right."

Sincerely,

rJ~Eft;r-

John Etter
Retired Parks Planner
City of Eugene Parks Planning

Attachments: Cover letter to City Council dated April 27,2005
Letter to Mayor dated April 27, 2005
