<br />sites. All totaled, this would mean an additional 60-95 acres of land are <br />needed to address community park needs by 2025. Acquisition of this land is <br />preferred to take place within the UGB. <br /> <br />· Natural Area Parks- proposed increase of 622 acres by year 2025. While it is <br />difficult to ascertain the amount of land that could be included in this <br />category, findings and staff analysis have identified approximately 650 acres <br />that could be added to complete the Ridgeline Trail connections and protect <br />significant waterways. This level of service equals 10 acres per 1,000 which is <br />well within the range of other comparable communities and addresses public <br />demand to provide a balance of active and natural parks. An additional 622 <br />acres are proposed for natural area parks by 2025. Although it is a <br />preference to purchase land within the UGB, existing development along <br />Eugene's southern boundary may necessitate the purchase of some lands <br />which are outside the UGB to make critical connections and linkages along <br />the Ridgeline Trail. <br /> <br />· Other Parkland- proposed increase of 447 acres by year 2025. This category <br />includes the following park types: Urban Plazas, Metropolitan Parks, Linear <br />Parks, and Special Use Facilities. A combined target of 6.8 acres per thousand <br />translates into almost 450 acres of land across all four categories. These <br />categories are combined to allow maximum flexibility in responding to <br />community needs and to take advantage of opportunities that cannot be <br />foreseen today. It can be assumed that additional acreage of Urban Plazas, <br />Metropolitan Parks, and Special Use Facilities will primarily take place within <br />the UGB. Additional Linear Park acreage may be focused on areas outside of <br />the UGB along key waterways such as Amazon Creek and the Willamette and <br />McKenzie Rivers. <br /> <br />3. Address the issue of non-city owned lands that one can reasonably assume <br />will remain as public open space. <br />· Are the Youth Sports Park facilities and land included in the inventory <br />analysis? <br />· Provide infonnation of comparable cities, and assumptions they made <br />regarding the inventory analysis of private versus public land. <br /> <br />Staff Response: There are numerous agencies and private entities which own <br />land within Eugene's Urban Growth Boundary and provide recreation <br />opportunities to Eugene residents.
