<br />b) How can a property have a linear park identified on it when there is a <br />Greenway exemption on this property. <br />c) PROS is inconsistent with Rivers to Ridges language regarding voluntary <br />participation of property owners. <br />d) PROS does not provide a comprehensive assessment of existing parks, <br />recreation and open space. It omits 2500 acres of West Eugene Wetlands, <br />school fields, golf courses, GoalS lands and more. <br />e) Citizens outside the City limits were not included in the public process. <br />Advertising did not provide clarity that the process included property in <br />the Urban Transition area and beyond. <br /> <br />Concerus regarding the relationship of the Metro Plan to the PROS Plan include: <br />j) PROS uses different categories of parks and recreational facilities from <br />the Metro Plan. <br />g) PROS does not follow the detennination of adequacy criteria required in <br />the Metro Plan including: values of residents, location of facilities <br />relative to residents, specific function each park is intended to serve, the <br />role of private facilities in providing recreational opportunities. <br />h) A complete inventory of park and recreational facilities has not been <br />conducted. Non-City property has been excluded from the inventory, <br />including City owned park property at Shasta Ball Fields. <br />i) Private facilities are not included in the inventory, although the Metro <br />Plan recognizes they help meet the demand for a variety of opportunities. <br /> <br />Staff Response: <br />a) See staff's response to Planning Commission question 5, above. <br />b) While the PROS Comprehensive Plan does not identify specific projects it <br />does include a strategy to develop regional trail systems. Strategy E-16 <br />states, "Coordinate with other agencies and providers to encourage the <br />development of a regional trail system linking Eugenej Springfield with <br />Fern Ridge Reservoir, the coast, the Cascades, and the Willamette and <br />McKenzie Rivers. Provide bicycle and pedestrian access through <br />agricultural areas in the Willow Creek, BetheljDanebo, and Santa Clara <br />planning areas of Eugene." <br /> <br />The PROS Comprehensive Plan and this specific strategy set out goals for <br />future parks, open space, and recreation facilities. The document is <br />aspirational in nature and does not imply regulatory authority. The goal <br />of establishing a regional trail system is a long-term vision that can be <br />accomplished in a number of different ways. <br />c) See staff's response to Planning Commission question 7, above. <br />d) See staff's response to Planning Commission question 3, above.
