Jim Welsh, Eugene Association of Realtors testimony (October 11, 2005) <br />states that the PROS Plan leaves questions unanswered, including: <br />a) Why is PROS Plan not a part of the state required comprehensive <br />planning process? <br />b) Where will the 1,300 additional acres of new acquisition come from <br />within the UGB and what is the impact on needed inventory for <br />development? <br /> <br />Staff Response: <br />a) The PROS Comprehensive Plan is consistent with Statewide Planning <br />goals. See Attachment B. <br />b) See staff's response to Planning Commission question 2, above. <br /> <br />22. Larry Reed testimony (October 17, 2005) states that the PROS Plan is not <br />comprehensive in nature because: <br />a) The inventory does not address private and other agency lands and <br />recreation facilities. <br />b) It does not take into account surrounding land use, GoalS inventory, <br />Scenic and Historic elements, and transportation needs. <br />c) Projects and Priorities need to be incorporated into the discussion to <br />include other community priorities. <br /> <br />Staff Response: <br />a) See staff's response to Planning Commission question 3, above. <br />b) The Metro Plan is the governing document that provides for <br />comprehensive coordination of the many services and interests of the <br />Metro Planning area.
