<br />and open space protection programs rely on responsible negotiations <br />with willing sellers based on appraisals of fair market value to benefit <br />the public's and owners' interests. <br /> <br />Add a statement to Chapter 1, Section B of the PROS Comp Plan stating that <br />this does not preclude the City Council from exercising its condemnation <br />powers within the city limits. <br /> <br />3. Amend the PROS Comprehensive Plan to read as follows: Lands owned by <br />the Bureau of Land Management (BLM), which were purchased with Land <br />and Water Conservation Fund dollars, and are within the City limits <br />contribute to the City's open space system. As such, they should be included <br />in the PROS inventory of existing open space resources. Although inclusion <br />of this acreage may show that the Natural Area Park target is met through <br />year 2025, other policies may require additional acquisitions within this park <br />type. <br /> <br />4. Amend Chapter 1, Section D of the PROS Comp Plan to incorporate a broad <br />discussion of other parks, open space and recreation resources that exist <br />within the community, but are not reflected in the PROS inventory. <br /> <br />5. Incorporate graphic maps that are currently located in the PROS Project and <br />Priority Plan into the PROS Comprehensive Plan. Make textual changes to <br />the map and legend to allow the maps to stand alone without project <br />descriptions. Add a disclaimer in the legend to clarify that the map is not <br />intended to depict site specific projects and locations and that, if there is a <br />conflict between the general map in the PROS Comprehensive Plan and the <br />specific project maps in the PROS Project and Priority Plan, the PROS Project <br />and Priority Plan controls. <br /> <br />6. Amend Section Chapter IV, Section I to add to the PROS Comprehensive Plan <br />a discussion regarding the need to balance the adoption of new planning <br />documents with the adopted Growth Management Goals and the cumulative <br />effect that existing planning documents may have on the City's ability to <br />fulfill the Growth Management Goals. <br /> <br />7. Amend Section Chapter IV, Section I to include the following statement <br />within the plan: The PROS Comprehensive Plan does not have an impact on <br />the buildable lands inventories. However, future acquisition of additional <br />park land may have an impact on the inventories. <br />
