Information on the <br />relationship of the PROS Project List to Park SDC Methodology is also included. <br /> <br />I. PROS COMPREHENSIVE PLAN ADOPTION PROCESS <br /> <br />The PROS Comprehensive Plan provides concepts, principles, goals and strategies to guide the <br />preservation and enhancement of Eugene's parks, recreation and open space system. Following two and a <br />half years and a four-part planning process, the draft PROS Comprehensive Plan is complete and City <br />staff is prepared to take the Plan through the formal adoption process. The Mayor's Advisory Committee, <br />made up of eleven community members, provided guidance and direction, which included extensive <br />public outreach, an in-depth analysis of the existing parks, recreation and open space system, how it rates <br />to other comparable cities, and the compilation of all this information into a vision for Eugene Park and <br />Open Space System's future. <br /> <br />The PROS Comprehensive Plan does not simply amend the 1989 Eugene Parks and Recreation Plan <br />(adopted as a refinement to the Metro Plan by Council Resolution No. 4127); rather, it is a comprehensive <br />update to the entire 1989 plan. As such the PROS Comprehensive Plan will be presented to the City <br />Council as a refinement to the City's Metro Plan to be adopted in compliance with Eugene Code's Type <br />V procedures (EC 9.7500 - 9.7560). <br /> <br />In accordance with state law and EC 9.7520, the City has provided DLCD 45-day notice of the first <br />planning commission hearing (scheduled for October II) and has sent written notice to Lane County and <br />Springfield, all neighborhood groups officially recognized by the City, and all community organization <br />that have submitted written requests for notification. The City will publish notice of the October II <br />planning commission hearing at least 20 days prior to the planning commission hearing. At least seven <br />days prior to the public hearing, City staff will submit its staff report to the planning commission. <br /> <br />Following the planning commission's public hearing and the close of the record, the planning commission <br />will recommend to the City Council approval, approval with modifications or denial of the PROS <br />Comprehensive Plan. The City Council will then conduct a public hearing to consider the planning <br />commission's recommendation. At least 10 days prior to the Council hearing, the City will mail written <br />
