Spoke wid~ Jim Croteau at approximately 11:25 a.m. Susan Brody, Tim <br />Sercombe and he are meeting tomorrow afternoon to define the City's <br />position on the bicycle tra.il and will have it available before the end of <br />the day; Jim Saul to meet with Jim Croteau at 11:00 a.m. tomorrow to <br />review the project and implications of the proposed bicYCle trail to <br />provide background for the afternoon meeting. <br /> <br />c. . Received copy of Hearings Official's decision approving that portion of <br />the golf course located with urban growth boundary [city conditional <br />use permit]; no conditions attached to approval. <br /> <br />18. July 14, 1988 <br /> <br />a. Received a call from the Hearings Official at approximately 8:30 a.m. <br />He indicated that Esther Lev's assessment was going well and that she <br />intended to revisit the site on Saturday. Two questions had arisen: (1] <br />can the proposed bddges be placed without heavy equipment going <br />into/through the wetland areas; and [2] can we provide some further <br />information concerning the impllct of people going into the wetland <br />. areas looking for golf balls. Jim Saul to get this information to Esther <br />Lev. <br /> <br />The Hearings Official also asked what the status of the bicycle path <br />was; provided him with a summary of what had transpired to date. <br />especially with respect to city actions/inactions. <br /> <br />b. Met with Jim Croteau at 11:00 a.m. Reviewed the plans for the golf <br />course with him and pointed out some of the problems and constraints. <br />He appears to believe that the best location for a biCYCle trail in this <br />location is on the east side of Delta Highway and indicated that, with a <br />right-of -way of 60 feet. there was sufficient width for such a trail. His <br />primary concern appears to be that a failure to require dedleation here <br />would be inierpretednssome form of precedent in other areas such as <br />Goodpasture Island. Discussed some of the apparent differences. <br />inCluding the fact that Goodpasture Island is within the urban growth . <br />boundary while the riverfront portion of this property is not. He <br />Indicated that it may be appropriate to have a different access standard <br />for areas outside of the urban growth boundary; it was agreed that <br />there is clear basis for diffeting standarqs for urban and rural areas in <br />Goal 15. He expects Tim. Sercombe to advise them that this is not the <br />case to test a takings claim. He is to report city's decision by the end <br />of the day. <br /> <br />c. Received a call f.om Jean Hahn at approximately 2:25 p.m. The formal <br />and final city position is that it is withdrawing its request for bicy'clc <br />trail dedication. That position will be communicated to the Hearings <br />Official in Writing on July 15. 1988. <br /> <br />I <br />I <br />
