The response indicated that, inordar to comply with TransPlan and <br />the Willamette Greenwaycriter1a contained in the lane. Code Section <br />16.254(a){ii), the City recommended that Lane County require the applicant to <br />dedicate a bikeway along the east bank of the Willamette RiVer. At the <br />public hearing which was held to review this golf course request (00 July 6, <br />19a5), Lane County Planning staff incorporated the City's memorandum and' <br />recommendation into the record. However. due to a number of unresolved <br />details regarding this recommendation. the Hearings Official left the public <br />record open until JUly 28. 1988 so that the City. County. and applicant could <br />attempt to reach agreement and resolution on the proposed bikeway. Since the <br />July 6, 1985 hearing date, the City of Eugene has had the opportunity to <br />review its recommendation for a bikeway and, based upon the following analy.. <br />sis and findings. is retracting its initial recommendation for an east bank <br />bikepath: . <br /> <br />The initial memo referred to the Bicycle System Map in TransPlan and <br />text contained on Pagel8. The Bicycle System Map ,does indicate a <br />bikeway (referred to as an "independent path"....Route'223 1n TransPlan) <br />extending from Beltl1ne Road. through the subject property, north to the <br />confluence of. the Wi11amette and McKenzie Rivers, and east to Armitage <br />Park. TransPlan depicts a generalized bicycle route from Eugene's urban <br />fringe to the outlying rural lands in Lane County. At this time, a <br />specifiC bicycle route has not yet been deSigned for the area of this <br />request. This being the case, it would be difficult to require a <br />bikeway dedication along the river since the exact location of the path <br />is unknown. <br /> <br />As a further complication. the Metropolitan Area General Plan Oiagram <br />designates the area to the north and south of the subject property for <br />Sand and gravel use. Currently, both these areas (to the north and <br />south of the site) are being actively used for sand and gravel opera- <br />tions and extraction. Given the eXisting land use.and designatiooof <br />these properties (to the north and south of the proposed golf course). <br />it is not possible at this tim~ to foresee how a bicycle path along the <br />east bank of the subject property would connect to any e.xi st i 09. or <br />future system. The closest existing bicycle easement to the subject <br />property is within the City limits of Eugene, just north of the Owasso <br />Bridge. (Thhpath has not yet been improved to this point but the City <br />has acquired the necessary ded1cation). <br />
