<br />The development of a complete inventory of park and recreation facilities, the <br />development of local standards for use by the local governing bodies in <br />determining the type and level of parks and facilities that are needed, the <br />development of demand effictiveness measurements, and the development of <br />capital improvements programming and other implementation strategies. <br /> <br />Chapter I of the refinement plan discusses the community needs assessment. Chapter VI <br />describes the perfonnance measurements. Appendix B of the refinement plan contains a <br />map and detailed inventory of Eugene's existing parks and open spaces. It also contains <br />a chart of park and open space standards and anticipated need by park type and level of <br />facilities. The chart also contains the development of demand effective measurements by <br />detennining the amount of facilities need to serve anticipated future demand. <br />Implementation strategies other than capital improvement programming are found in <br />Chapter V. <br /> <br />Indication of how much land is needed for each type of park (regional, <br />community, neighborhood, etc.), and indication of what types of activities <br />should be provided in each park (e.g. active recreational opportunities such <br />as ball fields, tennis courts, and playgrounds vs. passive recreational <br />opportunities such as hiking trails. <br /> <br />The indication of how much land is needed for each type of park is found in Table B-1 of <br />Appendix B. What types of activities should be provided in each park is detailed in <br />Appendix A which describes each type of park in depth. <br /> <br />Indication of how the resources of the local and state park agencies can be <br />coordinated and maximized in order for each agency to provide the level and <br />type of recreational opportunities for which it is best suited <br /> <br />While the state park agencies are not specifically identified as a partner, the refinement <br />plan makes numerous references to working with partner agencies as a goal. <br />Additionally, there are no longer state parks within the Metro Plan boundary. <br /> <br />Indication of where the advance purchase of park land should occur in <br />anticipation o.ffuture demand. . <br /> <br />This is where the refinement plan falls short. The refinement plan gives no indication of <br />where the advance purchase of park land should occur - either for existing residents or <br />for anticipated growth. Neither does the refinement plan include capital improvement <br />programming. Originally, both park acquisition and development were included in the <br />draft refinement plan. Detailed colored maps were included that showed where future <br />parks will be located. Detailed tables listed the proposed projects. The park projects and <br />the maps showing approximate locations ofland acquisitions were included when the <br />PROS conunittee finished its work. They were included when the draft refinement plan <br />was submitted to the council last December as a preview to the comp plan amendment. <br /> <br />8 <br />
