For 129.6
information onlv-does not affect analvsis of impacts to buildable lands.

Buildable Lands Inventory Acreage Impact Analysis Methodology

1. The area within which the restrictions of the proposed IWR Water Resources Conservation
Overlay Zone would apply were digitally mapped (using data from the Goal 5 wetland, riparian
and upland wildlife habitat inventories and the regional Geographic Information System, and
ArcMap 9.0 software) for each GoalS site or portion of a site, and the recommended setback
distance for each site or portion of a site is reflected in the digital map ("protected area
shapefile") .
a. In nearly every case, the area within which the land use restrictions apply is only a
portion of a parcel to which the Overlay Zone is applied. Therefore, the protected area
shapefile is not a map of affected tax lots, but, rather, a map of those specific portions of
affected tax lots where the restrictions apply.
b. The area shown in the protected area shapefile is the largest possible extent within
which restrictions could apply under the draft IWRprovisions. In many cases the actual
"protected areat> would be smaller based upon exceptions or adjustments allowed in the
draft overlay zone provisions.
c. The protected area.shapefile includes the total protected area within the Eugene UGB
for all resource types combined.
d. The total acreage shown in the protected area shapefile within the Eugene UGB for all
resource types combined is 1~568 acres. This is the maximum possible area of impact
to the entire buildable lands supply (aU three categories). ,
