On every 24-hour shift, there are two District Chiefs on duty, each responsible for the response
resources of about half the city, and each supervising approximately 25 firefighters and medics. A recent
retirement has created a vacancy in one of these six key positions, providing the
department with an opportunity to exercise its commitment to succession that has
been a part of the Fire & EMS Strategic Plan for the past two years. Effective
immediately, Capt. Craig Shelby has assumed the role of Acting District Chief. A
former Eugene police officer, Craig came to the Fire & EMS Department in 1986
and has served as a Firefighter, Lieutenant, and Captain. Craig is one of seven
experienced Fire Captains who have expressed interest and taken steps to prepare
themselves to assume the District Chief role. All seven are participating in the
department's Chief Officer Development Program, and other candidates will likely
rotate into the AIC role before a decision is made on a permanent District Chief. This process will help a number
of individuals become better prepared to advance into positions of greater responsibility as opportunities arise, and
will ensure continuity, accountability, and continued excellence in the department's command structure. The event will begin 10:00 a.m.
with a “photo op” to demonstrate the new
signalized pedestrian crossing at 8th and Mill
streets. Immediately following, the Mayor and
Judge Hogan will speak briefly. Then the group will
adjourn to the new courthouse for doughnuts and
cider. “Celebrating A Milestone – Courthouse
District Transportation Improvements” celebrates
the reconnection of downtown and successful
federal, state and county partnerships. The project began in 2002 with the adoption of the “Courthouse District
Concept Plan.” The following year, the federal government approved $6.4 million in funding for the project and

EUGENE CITY COUNCIL NEWSLETTER PAGE 1
December 12, 2008
