<br />Measure No. <br /> <br />Section 18 of the Eugene Charter of 1976 is hereby amended as follows: <br /> <br />Section 18. Compensation. <br />(1) Beginning on July 1, 2001, the mayor shall receive a stipend of $1 ,500 per <br />month and the city councilors shall receive a stipend of $1 ,000 per month. <br />(2) At the beginning of each fiscal year thereafter, the stipends authorized above <br />shall be adjusted by a percentage increase or decrease equal to that during the previous calendar year <br />of the Consumer Price Index (CPI) for the Portland, Oregon area, or its successor. If that Index <br />ceases to exist, another consumer price index representing substantially the Eugene area shall be <br />used. In any case, if a consumer price index covering the Eugene area is developed, that index shall <br />be used in place of the Portland CPI. <br />(3) The stipends above are in addition to, and not in lieu of, reimbursement for <br />actual official expenses incurred. <br />(4) The mayor and councilors shall receive no fringe benefits except those <br />required by state law, but the mayor and councilors may purchase health insurance from the city <br />health insurance plan. <br />(5) The compensation of other officers shall be prescribed by the council. <br /> <br />Exhibit 1 <br />
