written Statement <br />~/ Niae copies of a written statement iacIudiag the following information: <br />1} If subject area is not presently or is the future needed for public services, <br />facilities, or utilities? <br />This alley vacation request was preliminarily discussed with Duane Bischoff of the Engineering <br />Division in February 1996. As per that discussion, attached are copies of the 1992 Storm Sewer <br />Master Plan Map and the 1992 Sanitary Sewer Master Plan Map Attachments A & B} indicating <br />the locations of lines in the vicinity of this request. <br />As shown on the storm sewer map, there is an 1 S" storm sewer line located in the alley of the <br />requested vacation. ~t is anticipated that this storm sewer line will be rerouted. Also shown is a <br />10" sanitary sewer line located in the east-west alley located south of the City-owned property. It <br />is anticipated that this sanitary sewer line may need to be rerouted. <br />2} If such public services, facilities, or utilities can be extended is as orderly and <br />efficient manner. <br />As indicated above, necessary base infrastructure upgrades consisting of relocation of the storm <br />sewer in the alley and replacement of the sanitary sewer in the alley will be performed and paid <br />for by the City of Eugene. <br />3} If the vacation is consistent with applicable transportation plans. <br />As stated in the Central Area Transportation Study's SCATS}, Policies and Suggested Strategies <br />section, Proposed Policy 3.0: <br />Encourage owners of undeveloped property, especially surface parking Tots, to <br />develop and use parcels more intensively. <br />The proposed development at this site complies with this CATS section because it seeks to <br />convert the existing surface parking lot into a more intensive use by developing it into a multi- <br />usesite ofhousing, parking, and commercial uses. <br />Also in the Central ,Area Transportation Study, in Section v, Parking and Proposed Policies, <br />more specifically, under the Su ested Strate ie to ~m lement the Pro osed Polic section <br />states: <br />10.1 Encourage surface lots to be converted to development sites and replace existing <br />surface parking supplies with multi-level parking structures when and where <br />appropriate.
