<br />RESOLUTION NO. 4635 <br /> <br />A RESOLUTION CONCERNING PEACEABLE EXERCISE OF <br />CONSTITUTIONAL RIGHTS AND THE EFFORTS OF THE <br />WOMEN AND MEN OF THE EUGENE POLICE DEPARTMENT <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />The City of Eugene has consistently demonstrated a strong and abiding commitment to civil <br />rights and the First Amendment to the U.S. Constitution. <br /> <br />The City of Eugene continues to actively encourage and promote open exercise of the freedom to <br />assemble, the freedom of speech, and supports the right of people to peaceably protest without <br />fear for their safety. <br /> <br />The City of Eugene, unlike many communities, encourages people to participate in open, active <br />debate and dialogue, because we believe that it is through vigorous inquiry and dialogue and <br />debate that we, as a community, learn and advance. <br /> <br />We, as a community, rely on the Eugene Police Department for the safety and protection of all <br />people and property. <br /> <br />The people of Eugene expect and rely upon police to enforce our laws against criminal <br />misconduct. <br /> <br />The right to assemble does not include the right to injure another human being. <br /> <br />The right to freedom of speech does not include the right to destroy property. <br /> <br />The actions of some participants in recent protests have created significant danger for both the <br />Eugene Police and the general public and required the expenditure of substantial resources. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. Reaffirms its continuing support for the peaceable exercise of constitutional <br />rights. <br /> <br />Section 2. Reaffirms its continuing support for the efforts of the Police Commission in <br />its review of the Eugene Police Department policies and practices. <br /> <br />Resolution 4635 - Page 1 <br />
