<br />RESOLUTION NO. 4642 <br /> <br />A RESOLUTION CALLING A CITY ELECTION ON <br />NOVEMBER 7, 2000, FOR THE PURPOSE OF REFERRING <br />TO THE LEGAL ELECTORS OF THE CITY OF EUGENE A <br />MEASURE AUTHORIZING A TWO-YEAR LOCAL OPTION <br />LEVY FOR THE FUNDING OF NEIGHBORHOOD-BASED, <br />COMMUNITY AFTER-SCHOOL PROGRAMS. <br /> <br />The City Council of the City of Eugene finds as follows: <br /> <br />A. In May, 2000, the City Council met with 4J and Bethel School Boards and members <br />of Lane County Commission on Children and Families. The Council accepted recommendations <br />from the Youth Task Force and asked that staff develop a comprehensive service and funding <br />package for after-school activities for youth. Council also instructed the Youth Task Force to <br />develop a recommended plan identifying activities for strengthening existing programs and to <br />address key gaps in services. <br /> <br />B. In June, 2000, Council received an analysis from the Youth Task Force. The <br />development of a comprehensive youth program is identified as one of the "Safe Community" action <br />priorities in the adopted 2000 Council Goals. <br /> <br />C. The City Council agrees that a two-year, $1.75 million per year, local option levy <br />should be placed on the November 2000 ballot. The Council further agrees that the City Manager <br />should continue to work on a sustainable, long-term funding source to support a comprehensive, <br />after-school activity program. <br /> <br />NOW, THEREFORE, based upon the above findings, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. A city election is called for the purpose of referring to the legal electors of the <br />City of Eugene a measure authorizing a two-year, $1.75 million per year, local option levy for the <br />funding of neighborhood-based, community after-school programs. <br /> <br />Section 2. The City Council orders this city election to be held in the City of Eugene, <br />Oregon, concurrently with the general election on the 1h day of November, 2000, in accordance with <br />the provisions of Chapter 254 of the Oregon Revised Statutes, and the ballots shall be counted and <br />tabulated and the results certified as provided by law. <br /> <br />Resolution - 1 <br />
