<br />RESOLUTION NO. 4643 <br /> <br />A RESOLUTION OPPOSING BALLOT MEASURE 9, THE STUDENT PROTECTION <br />ACT. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. Eugene has a strong c9mmitment to the education of our community's children. <br /> <br />B. Eugene actively supports locally controlled schools directed by community input <br />and the duly elected members of the district school boards. <br /> <br />C. Eugene is committed to schools that are safe for every student. <br /> <br />D. Eugene strives to ensure a mutually respectful environment for all students. <br /> <br />E. Eugene supports adequate State funding for local schools. <br /> <br />F. The community understands that HIV and AIDS prevention programs that educate <br />youth and give young people the information they need to make responsible choices are critical <br />to the safety and well-being of our youth. <br /> <br />G. Eugene has an enduring commitment to human rights and opposes legislation or <br />the institution of policies that by their nature create an atmosphere of fear, discrimination, and <br />intolerance. <br /> <br />H. Ballot Measure 9, The Student Protection Act, will reduce the quality of <br />Education in Eugene by: <br />- eroding local control of our schools, <br />- placing children's safety at risk to stigmatizing, intimidation, and violence, <br />- threatening school funding, <br />- restricting the provision of critical information about HIV infection to our youth, <br />- limiting free speech, <br />- creating an environment of fear, discrimination, and intolerance where talented and <br />qualified teachers could lose their jobs for being supportive of students regardless of sexual <br />orientation, family diversity, or because of their own sexual orientation. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal corporation of the State of Oregon, as follows: <br />- <br /> <br />Section 1. The City Council believes that Ballot Measure 9 would be detrimental to the <br />education system in our community and in our state. <br />
