<br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. <br /> <br />Section 2. <br /> <br />E. <br /> <br />F. <br /> <br />Section 3. <br /> <br />A. <br /> <br />B. <br /> <br />Resolution Page 2 <br /> <br />The City and Lane County recognize that there are a number of urban <br />service issues in the River Road and Santa Clara areas and agree to a <br />cooperative study to identify options for improving service delivery in the <br />areas. The objective of this study is to provide more efficient and more <br />understandable urban service delivery systems within the Urban Growth <br />Boundary. <br /> <br />Three members of the City Council representing portions of the River <br />Road and Santa Clara areas (Wards 5, 6 and 7) shall participate with two <br />Lane County Board members (Districts 1 and 4) on a River Road/Santa <br />Clara Leadership Group. The role of the Leadership Group will be to: <br /> <br />A. <br /> <br />Provide a cooperative, coordinated forum for working on urban service <br />issues in the River Road and Santa Clara areas. <br /> <br />B. <br /> <br />Provide staff with policy direction for achieving the objective. <br /> <br />c. <br /> <br />Review staff prepared urban service delivery solutions and implementation <br />measures. <br /> <br />D. <br /> <br />Review recommendations and input from the citizen committees. <br /> <br />Act as a forum for compromises between the two agencies. <br /> <br />Act as liaison for respective elected bodies. <br /> <br />G. <br /> <br />Review staff support levels for the study. <br /> <br />The Leadership group shall recruit and appoint two ad hoc citizen <br />committees, one for the River Road area and one for the Santa Clara area. <br />The citizen committees shall be broadly representative of the two areas <br />including residents from within the City and from the unincorporated area. <br />The role of the citizen committees shall be: <br /> <br />Provide staff and elected officials with the local citizen perspective on <br />selected service delivery issues. <br /> <br />Review staff prepared background materials and urban service solutions <br />
