<br />RESOLUTION NUMBER 4650 <br /> <br />A RESOLUTION TO OPPOSE THE NOVEMBER 2000 GENERAL ELECTION <br />BALLOT MEASURE 8 BY THE EUGENE CITY COUNCIL. <br /> <br />WHEREAS Ballot Measure 8 amends the State Constitution to limit State Appropriations <br />to a percentage of the State's prior personal income, thereby limiting the State's appropriations <br />for general governmental purposes to 15 percent of the State's personal income in prior biennium, <br />and <br /> <br />WHEREAS the result of Ballot Measure 8 may limit the State's expenditures, including <br />non-general funds such as lottery funds, which now provide funding for some assistance to cities, <br />and <br /> <br />WHEREAS the effect of this measure may reduce Eugene's ability to provide the level of <br />services expected by its citizens, <br /> <br />NOW THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, A Municipal <br />Corporation of the State of Oregon, that the Eugene City Council does hereby go on record as <br />opposing Ballot Measure 8, and encourages other governmental bodies and citizens to do the <br />same. <br /> <br />The foregoing resolution adopted this 10th day of October, 2000. <br /> <br />~~~ <br /> <br />~eputyCityRecorder <br />
