<br />RESOLUTION NUMBER 4652 <br /> <br />A RESOLUTION TO OPPOSE THE NOVEMBER 2000 GENERAL ELECTION <br />BALLOT MEASURE 91 BY THE EUGENE CITY COUNCIL. <br /> <br />WHEREAS Ballot Measure 91 amends the State Constitution to make Federal Income <br />Taxes fully deductible on Oregon Tax Returns, resulting in reduced state revenues by <br />approximately $800 million to $1 billion in 2001-2, thereby limiting the state's ability to <br />participate in revenue sharing with local governments, and <br /> <br />WHEREAS, the result of Ballot Measure 91 may have an effect on revenue that the state <br />shares with local governments, depending upon decisions the Legislature makes as how to reduce <br />state spending, and may reduce the amount the city receives in state shared revenue, thereby <br />reducing the city's general fund, and <br /> <br />WHEREAS, the effect of this measure may reduce Eugene's ability to provide the level of <br />services expected by its citizens, <br /> <br />NOW THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, A Municipal <br />Corporation of the State of Oregon, that the Council does hereby go on record as opposing Ballot <br />Measure 91 and encourages other government bodies and citizens to do the same. <br /> <br />The foregoing resolution adopted this 10th day of October, 2000. <br /> <br />~~A~:L _ ~8~ <br /> <br />Deputy City Recorder <br />
