Except within a /TD overlay zone, an adjustment that approves <br />installation up to 150 percent of the minimum spaces required by <br />EC 9.6410(3) Minimum Number of Required Off-Street Parking <br />Spaces may be allowed, if all of the following are met: <br />a. Additional parking is necessary to meet the parking demand <br />for a specific use. <br />b. Shared use of parking is not available or adequate to meet <br />the demand. <br />c. At least 60 percent of the parking lot is allocated and striped <br />for compact cars. <br />d. An employee-based Transportation Demand Management Program has been <br />approved by the city, and annual reports thereon are subsequently provided to the <br />city. <br /> <br />(12) Intersections of Streets and Alleys Standards Adjustment. The minimum <br />offset intersection requirements set forth in EC 9.6830 may be adjusted if the <br />proposed adjustment is necessary and is designed so that no offset dangerous <br />to the traveling public is created as a result of staggering of intersections. An <br />offset necessary to assure safety and efficiency based on traffic engineering <br />principles shall be required. Upon submittal by a traffic engineer and approval <br />by the city of a study that demonstrates the safety and efficiency of an <br />intersection offset of a lesser distance, the minimum intersection offsets of 100 <br />feet on a local street, 200 feet on a collector street, and 400 feet on an arterial <br />street may be adjusted. Offsets shall be measured from the center lines of the <br />two intersecting streets. <br /> <br />(22) Pedestrian Circulation On-site Adjustment. Where this land use code <br />provides that on-site pedestrian circulation may be adjusted, the standards may <br />be adjusted upon finding that, considering site constraints or practical <br />difficulties, the proposed design provides adequate pedestrian connections: <br />(a) Between building entrances and streets or accesways; <br />(b) Between new and existing buildings on the development site, including <br />recreation and community facilities; <br />(c) From proposed industrial, commercial and institutional uses to adjacent <br />parcels having similar existing or planned uses; <br />(d) To nearby transit stops, parks and other recreation facilities; and <br />(e) Between parking lots and main buildings. <br /> <br />Section 57. Subsection (1) of Section 9.8055 of the Eugene Code, 1971, is amended to <br /> <br />provide: <br /> <br />9.8055 <br /> <br />Cluster Subdivision- Approval Criteria - General. The planning director shall <br />approve, approve with conditions, or deny a proposed cluster subdivision. Approval <br />or approval with conditions shall be based on the following: <br />(1) The proposed subdivision complies with: <br />(a) EC 9.8515 Subdivision. Tentative Plan Approval Criteria- General <br />except for the standards related to EC 9.2760 Residential Zone Lot <br />Standards; <br /> <br />Ordinance - 31 <br />
