H. On September 16 and December 16,1997, the Lane County Planning Commission <br />voted to make no changes to its June 4,1996 recommendations for wetland designations far the <br />Speedway and Hyundai sites and took no action on the revised Eugene Planning Commission <br />recommendation for the EWER substation site and new Eugene Planning Commission <br />recommendation related to underground utilities within protected wetlands, <br />I. On February 15,1998, the Eugene City Council conducted a joint public hearing with <br />the Lane County Board of Commissioners on recommended amendments to policies and text of the <br />West Eugene Wetlands Plan, <br />J. On April 8,1998, the Eugene City Council conducted a joint work session meeting <br />with the Lane County Board of Commissioners and agreed to move forward with policy and text <br />amendments to establish new Planned Transportation Corridor and Utility Corridor wetland <br />designations as a separate ordinance. <br />K, On May 20,1998, the Eugene City Council adopted Ordinance Na. 20119 amending the <br />West Eugene Wetlands Plan to establish the Planned Transportation Corridor and Utility Corridor <br />wetland designations. <br />L. On June 17, 1995, the Eugene City Council held a work session on the remaining <br />proposed policy and text amendments and is now ready to take action on the amendments as set <br />forth in Exhibit A. <br />M. Evidence exists within the record and the ~.ndings attached hereto that the amendments <br />meet the requirements of Chapter 9 of the Eugene Code,1971, and the requirements of applicable <br />state and local law. <br />NGW, THEREFORE, <br />THE CITY OF EUGENE DaES aRDAIN AS FULLCIWS: <br />Section 1. Based on the above findings, and the findings set forth in Exhibits B, C and D <br />attached hereto and incorporated herein by reference, the amendments shown in Exhibit A are hereby <br />adapted as amendments to the West Eugene Wetlands Plan. <br />Section 2. Except as amended by Ordinance No.19867 on August 10,1992, ordinance <br />20002 on March 6,1995, and Ordinance 20119 on May 20,1995 and herein, all other provisions of <br />the West Eugene Wetlands Plan remain in full force and effect, and the City Recorder is requested <br />to append a copy of this Ordinance thereto. <br />Section 3. Notwithstandingtbe provisions of the Eugene Charter of 1976 and the Eugene <br />Code,1971, this Ordinance shall not become effective until identical provisions are adopted by the <br />Lane County Board of Commissioners. <br />Ordinance - 2 <br />
