~wsarr ~ <br />FINDINGS AND RECOMMENDATIgNS <br />SUBJECT: SANITARY SEWER EXTENSIgN IN PRAIRIE RgAD FROM <br />BELTLINE ROAD TO KAISER AVENUE (CONTRACT #97-08) <br />(JOB #3437) <br />BACKGROUND <br />4n March 4,1991, the Eugene City Council held a public hearing to Consider approval of <br />the Highway 99 North policy and annexation agreement. The purpose of the agreement <br />was to regulate annexations and make provision for urban services in the uni:~~:corporated <br />portions of the highway 99 North industrial area. The Council approved the following <br />.~tion: "To direct the City Manager to execute the Highway 99 North polity and <br />annexation agreements; to seek ordinance changes by bane Cr~unty, ruse changes by <br />DEQ, and statiutory changes by the Legislat~~re to implement these agreements; and to <br />amend Section ~ of the Annexation and Urban Services Agreement to reflect a tax <br />differential rate that will cover approximately half the cost of a refinement plan." <br />This agreement stipulated that both developed and undeveloped properties outside the <br />City limits and within the Urban Growth B~ourdary will have to submit a delay of <br />effective date annexation agreement to the City of Eugene to connect to the wastewater <br />system. Only properties requesting services would be included in the local improvement <br />district. All properties requesting service from the sewer have submitted an annexation <br />agreements. <br />In April of 1991, the Industrial Corridor Community Grganization, a Oregon nonprofit <br />corporation and formally recognized community organization ~"ICCD"} and the City of <br />Eugene tCITY}, an Oregon Municipal corporation entered into an agreement to develop a <br />plan to provide a wastewater collection system and implement an annexation program for <br />properties within the Industrial Corridor. <br />The Industrial Corridor is generally that triangular-shaped area located within the <br />acknowledged Urban Growth B oundary of the City of Eugene bounded on the west by the <br />Eugene-Springfield Metropolitan Area General Plant"Metro Plan"} Urban Growth <br />Boundary, on the east by the Northwest Expressway, on the north by Awbrey Lane and on <br />the south by the existing city limits. <br />The Industrial Corridor has a unique urban geography as the result of the parallel <br />northwest-southeast orientation of three highways and two railroads serving the area. <br />There are several parcels of long and narrow dimension. Properties in the Industrial <br />Corridor are currently served by individual on-site sewage disposal systems under permits <br />from Lane County pursuant to rules and regulations of the Gregon Department of <br />Environmental Quality.
